A true linchpin of Quebec’s identity, it has long been renowned in its field for its talent and innovativeness. We have the honour of conducting this panel discussion with three key figures from the creative industry. They will share with us not only the challenges they face, but also the opportunities that arise in a constantly changing environment. Even though these businesses are often unknown to the general public, they help promote Quebec around the world. This panel discussion will shed light on the creative environment in Quebec and how we can cultivate and support this industry, which is essential to our future. Join us to find out how Quebec's creative industry generates wealth, prestige and innovation, while shaping our economy and culture at the same time.

Chief Operating Officer (COO) at PixMob, a leader in creating immersive light experiences for legendary artists, sport teams and brands globally, Charles Décarie has over 20 years of experience working in leadership positions in the Entertainment and Technology industries. In his current role he is responsible for driving and supporting growth and the company’s accelerated international expansion in North-America, Europe, Middle East and South America. He began his career at Deloitte Consulting where he advised numerous international organizations including Bombardier, Bell Canada, the Hong Kong Airport Authority and National Defense of Canada. Subsequently, as COO for Cirque du Soleil, he was instrumental in establishing the global brand, introducing touring shows in 200 different markets across five continents and establishing resident shows in both Las Vegas and Orlando, USA. He then managed as President and CEO the global leader in comedy Just For Laughs\Juste pour rire Group with activities ranging from festivals and live shows to TV production and content creation. He also has consummate experience within the technology industry, having served as COO for multi-sensory attraction developer, Triotech, prior to joining PixMob.
As Managing Director of Framestore Canada’s Film & Episodic division, Chloe oversees the Montreal location of one of the world's most renowned visual effects studios, celebrated for its Academy Award, Emmy, and BAFTA-winning work. With over 25 years experience in the entertainment industry, her strategic vision and leadership in managing creative teams and fostering talent ensure the studio remains at the forefront of the industry.
Under her leadership, Framestore’s Canadian office has doubled in size, growing to more than 800 artists, technologists, and producers, driving innovation and delivering cutting-edge VFX for all the major Hollywood studios and streaming services. For more than a decade, the Montreal studio has solidified its reputation as a creative powerhouse, contributing to Academy Award-nominated projects like Guardians of the Galaxy Vol. 3 and blockbuster hits like Barbie, Wicked, and Gladiator II.
Originally from Montreal, Chloe has been a cornerstone member of the Canadian VFX community, serving as Chair of the Montreal chapter of the Visual Effects Society (VES) for 4 years. With a track record of producing VFX for major blockbusters like Harry Potter and the Deathly Hallows and building high-performing teams, she has played a pivotal role in shaping the industry. Her dedication to fostering collaboration and strengthening Canada’s VFX ecosystem has made her a leading voice in the field.
Framestore is currently working on some highly anticipated projects for 2025 - including How to Train Your Dragon, Superman, Wicked for Good, and F1.
Sébastien Moreau started out as an artist more than 25 years ago, becoming an expert in Flame and Inferno at the world’s top studios, including ILM and Weta Digital. After years living abroad, Sébastien returned home to Montreal in 2006 and founded Rodeo FX.
15 years later, now a reputed industry veteran, Sébastien is the Founder and Chief Executive Officer of Rodeo FX, a world-leading visual effects house. Driven by his passion for VFX and an extraordinary eye for detail, Sébastien offers artists an inspiring work environment where they can grow, using their skills and creativity to deliver shots with unquestionable reliability andworld-class quality.
In the role of VFX Supervisor, Sébastien stands out with clients for his uncomplicated approach, his ability to listen and understand their needs, and for always delivering top quality. Sébastien’s recent titles as Executive Producer include the film Superintelligence and the Amazon series Jack Ryan. As a VFX Supervisor, his oversight can be found on Apple TV’s Foundation, Netflix’s Stranger Things seasons 3 & 4 and his firsthand supervision on projects like DC Comics’ Aquaman, Denis Villeneuve’s Blade Runner 2049, 2018 Visual Effects Academy Award winner, and Robert Zemeckis’ The Walk.
Sébastien directly oversees Rodeo FX’s team of VFX Supervisors, ensuring that they have the resources they need to excel, and providing them with mentorship and technical and visual guidance. Sébastien also works closely with Rodeo FX’s production teams as executive producer to ensure the successful delivery of projects.
As CEO, Sébastien Moreau is responsible for bringing together all departments, from artists to support staff, under a shared vision and leading the company’s growth. With his uncompromising standards and innovative use of technology, Sébastien has built an awardwinning team of 750 artists, production studios in Montreal, Toronto, Vancouver, Quebec City, and LA, plus Advertising, Animation and practical shooting divisions. Sébastien has also established an impressive reputation with major studios and directors who return to work with Rodeo FX on the biggest box office hits and smash streamers, year after year.
